Encourage studies, research, books, papers, artworks, etc. devoted to deeper interpretation of the Earth Charter.

* Disseminate topics for masters and doctoral dissertations.
* Organize essay competitions for scientists and other technical professions ("What are the implications of the Earth Charter for our field of practice?").
* Establish global, peer-reviewed publications on advanced study of the Earth Charter.

Develop cultural programs to be distributed through the mass media.

* Produce documentaries, mini-series, movies, radio and TV programs, etc.
* Establish news agencies focused on the Earth Charter.

Incorporate the Earth Charter into public policy, legislative, and popular consultation processes.

* Develop tools and criteria for evaluating and/or reviewing proposed legislation, regulations, government decisions, etc.
* Influence lawmakers, public policy makers, and public management development programs (influencing existing ones, such as Harvard's Kennedy School of Government, as well as creating new ones).
