In Mexico there have been a number of efforts to promote the Earth Charter since early 1998, through radio programmes and sustainability forums. The Earth Charter Initiative in Mexico has been coordinated by the Consultative Council for Sustainable Development (NCSD) and a network of NGOs. This group has the support of the NCSD Secretariat, which has strong support from the Secretary of the Environment.

In 2000 NCSD from Mexico contributed to the dissemination of the Earth Charter through its national network, especially through the members of the Council. The Earth Charter was used in the elaboration of an Environmental Program of the Estate of Michoacán. Also, the Municipality of Morelia promoted the active participation of civil society in the implementation of the city Program for Sustainable Development where the Earth Charter was incorporated.

In 2001 the Cultural Institute of the Occident had a presentation of and discussion on the Earth Charter. This same year in Morelia over 70 participants from different parts of the country were brought together to reflect on the content and the use of the Earth Charter. The majority of participants were members of NGOs or Counselors from the National Council for Sustainable Development. The main purpose for this gathering was to promote the understanding and use of the Earth Charter as an educational instrument.

In November 2003, the first national gathering on ethics for sustainability took place in Morelia with the theme, “Educating for a Sustainable Way of Life with the Earth Charter”. The event included political support from all levels of government including the Ministry of the Environment and the State Government of Michoacán. The event was primarily organized by the State Council of Ecology, which used to function as the Earth Charter National Focal point. Mexico now organizes annual and biannual events to bring Earth Charter supporters and endorsers together, and the events are growing larger each year. In October 2007 the 4th National Earth Charter gathering took place in Monterrey.

In April 2007 in connection with a special national ceremony for Earth Day, which was hosted and keynoted by the President of the Republic, Felipe Calderón Hinojosa, Mexico's Ministry of Environment and Ministry of Education entered into a formal agreement to collaborate in the dissemination of the Earth Charter throughout Mexico's educational system. The agreement also marked a formal adoption of the UN Decade for Education for Sustainable Development ("DESD"), which ECI has partnered with UNESCO to promote. The agreement was personally signed by Mexico's Secretary of Environment, Juan Rafael Elvira Quesada, and Secretary of Education, Josefina Vazquez Mota.

Several leading Mexican NGOs and institutes have endorsed the Charter since the year 2000. These non-governmental endorsements strengthened the importance of the national government's actions, and added to the already-large numbers of similar endorsements throughout the local government, academic and civil society sectors in Mexico. As an example, over 130 academic institutions have endorsed the Earth Charter, including every single one of Mexico's 74 technical schools and institutions.
